Corporate Procurement Policy and Strategy

The Corporate Procurement Policy and Strategy was developed by the Director of Procurement and the newly formed Corporate Procurement Team in September 2005.

Corporate Procurement Strategy 2005-2010The Procurement Policy outlines the Team’s commitment to delivering high quality procurement by setting rigorous quality standards and monitoring performance and procedures to ensure best value delivery of goods and services. The Corporate Procurement Strategy provides a high-level view of the procurement plan over the next five years and is a live document that will be updated as business priorities change.

Corporate Procurement Policy

Corporate Procurement PolicySwindon Borough Council (SBC) is committed to undertaking high quality procurement, setting rigorous quality standards and monitoring both performance and procedures to ensure the best value delivery of goods, works and services.

SBC requires all staff involved in procurement to adhere to and promote the following principles:

All Procurement must be based upon the principles of best value and measurable outcomes for services to the Swindon community.

All procurement activities should contribute, either directly or indirectly, to the implementation of the Corporate Strategy including:

  • Sustainability
  • Equality
  • Health and safety
  • Effective partnerships
  • Economic prosperity
  • Risk management
  • Electronic government.
  • Best value

  • All procurement will be managed and led by an officer with skills appropriate to the value and risk associated with that transaction.
  • The Gateway Review Process will be used to progress all procurement that falls within the published financial limits.
  • All corporately let supply Agreements, whether for goods, works or services, will be mandatory unless otherwise expressly stated.
  • Compliance with all statutory and legislative requirements, both from central government and the European Union, will be mandatory.
  • All procurement decisions will be made on a ethical basis and take into account SBC corporate and social responsibilities.
  • Due regard will be paid in all procurement decisions to the protection of the environment, the appropriate use of natural resources and local economic prosperity.

Whenever economically advantageous, collaboration with other public bodies, private sector and voluntary organisations and consortia will be sought in order to widen the scope of SBC procurement experience, and to maximise economies of scale.
